The Commonwealth Secretary-General, Hon. Shirley Botchwey, has announced the selection of two new Deputy Secretaries-General to reinforce the executive team. The senior appointments aim to assist the administration in delivering core institutional priorities across all 56 member states.
Indian diplomat Ambassador Tanmaya Lal steps into the role of Deputy Secretary-General for Programmes, whilst Tania Baumann, who holds joint British and Australian citizenship, has been chosen as Deputy Secretary-General for Corporate operations. Both executives are already active within their London headquarters. Lal took up his administrative duties in March 2026, and Baumann formally commenced her responsibilities on 21 May 2026.
In his designated sector, Lal will guide the operational delivery of the Commonwealth Secretariat’s projects. His brief aligns with the main pillars of the Strategic Plan 2025–2030, which focuses on building environmental, economic and democratic resilience, alongside cross-cutting agendas including youth, gender and social development. Lal arrives with nearly 35 years of diplomatic history spanning multilateral negotiations, governance and south-south cooperation schemes. He has previously supervised overseas diplomatic missions for India across Europe, Africa and Asia, and holds a background as a Chemical Engineer with a Master’s degree in Biological Sciences.

Shirley Botchwey, and to contribute to the design and effective implementation of projects and programmes ranging from governance, trade & investment, climate, sustainability, oceans and more to bring value to member states” Lal stated upon entering office.
Managing the internal corporate structure falls to Baumann, who will oversee human resources, financial reporting, organisational strategy and general efficiency. She brings 25 years of public purpose management experience, having previously worked as Chief Operating Officer for the World Energy Council across a 90-country network, alongside senior stints at Nominet and the International Chamber of Commerce UK.

The Commonwealth has a distinctive role to play in helping countries work together, respond to change and deliver practical value for the wider Commonwealth community,” Baumann said.
“There is already a great deal to be proud of, and I look forward to working with colleagues and stakeholders to enable delivery of the 2025–2030 Strategic Plan in a way that is true to our values, strengthens our relevance, and supports the organisation to move at the pace required.”
These administrative changes arrive as member countries prepare for the upcoming Commonwealth Heads of Government Meeting in Antigua and Barbuda later this year.
