DCO expands STRIDE initiative to support startups on a global scale

Since its launch, STRIDE has supported over 300 start-ups, attracted more than $20 million in investment, and established upwards of 20 strategic partnerships.

The Digital Cooperation Organization (DCO), the first independent international intergovernmental body focused on accelerating inclusive and sustainable digital growth, confirmed during COMEX 2025 in Oman that its STRIDE initiative will now operate on a global scale.

Since its launch, STRIDE has supported over 300 start-ups, attracted more than $20 million in investment, and established upwards of 20 strategic partnerships. The announcement was made during a press conference hosted by Dr. Hajar El Haddaoui, Director General of the DCO, who outlined the next phase of the programme.

The DCO also convened its Quarterly Observer Committee Meeting during the event, drawing participants from its network of over 50 Observers and Partners. The meeting, chaired by H.E. Dr. Ali Al Shidhani, Undersecretary for Communications and Information Technology at Oman’s Ministry of Transport, Communications and Information Technology, placed emphasis on collaboration between Member States and Observers.

H.E. Dr. Ali Al Shidhani stated: “Oman is proud to partner with the DCO in chairing the Observer Committee Meeting during COMEX 2025. This meeting underscores Oman’s commitment to building a prosper digital economy rooted in cooperation and innovation.  The strong and diverse presence of our Observers highlights their vital role in advancing digital prosperity. Together with the DCO, we are strengthening the role of Member States and Observers, and reinforcing our shared vision for a future where digital opportunity is accessible to all.”

The global expansion of STRIDE is designed to connect start-ups with capital, markets, and networks to accelerate international growth. By enabling entrepreneurs to scale across borders, STRIDE contributes to the DCO’s broader mission of driving inclusive digital entrepreneurship, advancing sustainable development, and enhancing the competitiveness of Member States’ economies.

Reflecting on the outcomes, Dr. Hajar El Haddaoui said:“COMEX demonstrated the power of digital cooperation in action. DCO delivered tools that empowered entrepreneurs, attracted investment, and strengthened responsible governance. An initiative like STRIDE proves that when the entire ecosystem collaborates, we can build a digital economy that is inclusive, sustainable, and trusted. The leadership and vision of the Omani government in hosting COMEX has been pivotal in demonstrating how national priorities and global partnerships align to unlock shared digital prosperity. We also extend our sincere thanks to the Hashemite Kingdom of Jordan for championing the STRIDE Initiative and helping to elevate it onto the global stage.”

Beyond STRIDE, the DCO also hosted a training course on AI Ethics and Responsible Governance during COMEX. Participants examined how artificial intelligence intersects with human rights, applying the DCO Principles for Ethical AI to practical challenges. They also gained hands-on experience using the DCO AI Ethics Evaluator tool, with successful participants awarded certificates that recognise them as part of an international community promoting responsible AI practices.

The organisation’s presence at COMEX also included the signing of a Memorandum of Understanding with DataVaccinator, titled “Building Digital Trust Through Data Collaboration.” The agreement aims to demonstrate how secure and trusted data-sharing practices can benefit governments, businesses, and individuals alike.

In addition, the DCO’s Dealzone initiative brought together more than 15 start-ups from across its Member States, connecting them with international investors and opening doors to cross-border expansion opportunities.

With its expanded STRIDE initiative and series of new partnerships, the DCO used COMEX 2025 to reaffirm its ambition of building an inclusive and sustainable global digital economy.
