The state of Maryland in the United States has named Nicole Earle as the new head of its official horse racing regulatory body. Announced by Governor Wes Moore, the appointment represents a historic milestone as Earle is the first woman and the first African American individual to lead the Maryland Racing Commission. Her official tenure in the leadership role is scheduled to begin on June 10, 2026, while the outgoing chairperson, George Mahoney, will remain on the regulatory panel as an ordinary commission member.
Earle transitions into the leadership position after serving as a member of the commission for the past year. In her professional career outside the regulatory body, she operates as the President and Chief Executive Officer of both Dominion Real Estate and the Dominion Community Development Corporation. Her background spans more than twenty years within the property sector, during which she has managed and financed real estate initiatives valued at over 1 billion dollars, focusing primarily on affordable housing schemes, economic development and urban revitalisation.
“Nicole Earle is the right leader at the right time and I am proud to appoint her as Chair of the Maryland Racing Commission,” said Gov. Moore. “This appointment is a historic milestone for Maryland and I am confident her expertise and experience will guide her while leading our horse racing industry.”
The appointment arrives during a transitional phase for the local sport, which involves major state investments to modernise and regenerate the historic Pimlico and Laurel racing facilities. Portia Wu, the Secretary of the Maryland Department of Labor, noted that the professional experience Earle possesses in community development and finance makes her highly suited for the position. Wu stated that this background ensures the sport continues to operate as an economic driver for local areas while protecting the integrity of regional sporting traditions.
“The horse racing industry is in an exciting chapter of transformation as we prepare for a revitalized Pimlico,” said Maryland Department of Labor Secretary Portia Wu. “Ms. Earle’s extensive expertise in development finance and community investment makes her uniquely suited for this role. She brings a vital perspective that ensures Maryland racing remains an economic engine that uplifts local communities and that we uphold the integrity of this Maryland tradition.”
The incoming chairperson holds a master’s degree in management and public policy from Carnegie Mellon University, specialising in economic development and financial management. Her previous professional roles include working as a commercial community development lender for Fulton Bank and as a development manager for the Housing Authority of Baltimore City, where she oversaw the 400 million dollar Uplands mixed-income residential project.

The regulatory body comprises nine members who are directly chosen by the state governor. The primary responsibilities of the chair include running commission meetings, leading appeal hearings and voting on matters linked to corporate licensing, racing dates, purse distributions, disciplinary actions and broader regulatory approvals for thoroughbred, standardbred and pari-mutuel betting.
